PURPOSE OF POSITION Reporting to the Manager of Planning, the Planner is responsible to provide planning and technical assistance in managing the land use planning and development review function for the Municipality. MAJOR RESPONSIBILITIES Provides support to the Planning Department, which includes but is not limited to:
Prepares and presents the Municipality’s planning position through reports and studies on a wide range of planning matters for consideration by Council, committees and the public.
Undertakes background research and analysis on land use, growth management, demographic, economic, environmental and development related issues.
Composes and delivers written and verbal reports to Council and the public.
Provides assistance to persons inquiring about various planning matters.
Provides support in managing the day-to-day planning functions of the department.
Oversees the preparation of notices for Planning Act applications.
Prepares zoning permitted use letters for various interested parties. Prepares maps, plans, drawings, charts and other visual aids as required.
Provides technical information regarding legislative requirements, advice and planning recommendations to members of the public, staff and Council.
Provides planning advise and opinion on the full range of planning applications under the supervision of the Manager.
Prepares reports for Manager approval to the Committee of Adjustment and/or Council on planning applications and other departmental matters.
Attends Council and Committee of Adjustment meeting to provide advice and make presentations, as required.
Prepares hearing material to present before the Local Planning Appeal Tribunal.
Develop and maintain a good working knowledge of Municipal and County policies, procedures and by-laws, the Municipal Act and other relevant legislation
Liaise with internal staff to facilitate streamlined responses to the public and ensure a holistic approach to Municipal services.
Attend site visits, public meetings, open houses, and Council meetings as needed.
Perform other duties as assigned by the Manager of Planning.
Develops and maintains good working relationships with Council, staff and the public which includes:
Complying with all office procedures.
Attending meetings.
Participating in resolution of delivery service issues.
Communicating ideas, suggestions, and procedural changes which may assist the organization.
Assisting where and when needed during staff shortages and/or emergency situations.
Responding to public enquiries in a timely manner.
Responsible, as an employee, for health & safety under the Occupational Health & Safety Act (OHSA). This includes, but is not limited to:
Working safely within the law and safe work practices/procedures (understanding and following standard operating procedures, wearing personal protective equipment, using MSDS information, ensuring all guards are in place, when applicable)
Immediately reporting unsafe acts, conditions, or contraventions of the OHSA to a supervisor, the JHSC, or a Health & Safety representative.
Maintaining a clean, orderly work area and not indulging in horseplay.
Education and Experience:
Post-secondary education in a relating field such as planning, economic development or geography.
Minimum 3 years of relevant planning experience working in the planning department of a municipality or in the private sector.
Ability to obtain qualification as a Registered Professional Planner in the Province of Ontario.
Working knowledge of legislation and provincial policies relative to the municipal process.
Knowledge of the Planning Act, regulations and procedures and familiarity with other related legislation.
Valid Class “G” Ontario driver’s licence.
Work Requires:
Working knowledge of municipal government functions and procedures.
Excellent written and oral communications skills.
Working knowledge of office terminology, procedures, and equipment.
Ability to use computer applications such as spreadsheets, word processing, calendar, email and database software.
Ability to work independently, establish priorities, and meet deadlines.
Demonstrated ability to exercise discretion, good judgement, diplomacy and confidentiality.
Courtesy, discretion, and compassion when dealing with the public.
Ability to multi-task and handle ongoing interruptions.
