We are currently seeking Senior Program Managers with clean energy and local government experience to join our Global Program Management Team. The position(s) will join an established set of programs focused on solar, clean energy, and sustainability topics. The Senior Project Managers also play a leadership role in new business and proposal development and represent ICMA on projects at conferences/events and in conversation with federal agency, foundation, and other funders and partners.
This position is dependent on grant funding. Continued employment for the selected candidate(s) is contingent upon ongoing funding.
What You'll Do:
General Management/Technical Responsibilities
Support delivery of activities and development of deliverables on existing clean energy programs and projects
Support the Project Director in the management and supervision of staff and subcontractors.
Serve as a subject matter expert working with project partners to identify national best practices in clean energy strategies for local governments and facilitate the transfer of knowledge to accelerate clean energy deployment.
Internally serve as a subject matter expert to identify and develop business development opportunities, partnership, and support staff training on clean energy.
Identify opportunities for cross-fertilization among projects to support learning and the development of technical outputs and deliverables as well as contributions to business development.
Facilitate planning sessions with internal, business and partner agency stakeholders
Establish and monitor performance metrics and goals for programs, including process measures, outcomes measures and financial measures.
Review/provide quality control to projects products, services, trainings and deliverables.
Financial Management and Contract Compliance
Oversee financial management and reporting on projects
Oversee the preparation/review of monthly, quarterly, semi-annual, and annual reports for the Global Program Management Team and client.
Communications/Representation
Manage relationships with internal team, project partners, subcontractors/grantees and consultants, and ensure compliance and conduct quality assurance of deliverables.
Manage relationships with funders and partners
Effectively communicate program performance results to ICMA team and senior leadership.
Business and Proposal Development
Lead business development and new proposal technical writing and budget development for new clean energy opportunities.
What You Need To Be Successful In This Role:
Bachelor’s Degree in Sustainability, Clean Energy, Engineering, Public Administration, Business, Economics, or a related field, or an equivalent combination of education and experience.
Eight (8)+ years of professional experience focused on renewable energy or related topics
Preferred Qualifications:
Master’s Degree in related discipline
Knowledge, Skills and Abilities (KSAs)
Substantial project management experience, preferably on federally-funded programs, or programs funded by governments, foundations, private sector and/or multilateral organizations in the governance sector
Demonstrated interpersonal, communication and collaboration skills working with diverse audiences to convey ideas, collaborate, and sustain productive working relationships
Expertise in clean energy technical area, including familiarity with local government energy planning, policy, and strategies such as community solar, solarize, and community choice aggregation.
Exceptional skills in written and oral communication
Proficiency in use of Microsoft Office Suite, including Excel, and Power Point
Project and program management skills
Prior training in and experience with US Government Federal Rules and Regulations
Demonstrated experience in procurement processes, contract compliance, and budgeting
Strong oral and written communication skills
Excellent interpersonal skills and ability to work in diverse work environments while demonstrating cultural sensitivity and respect
Ability to make timely and sound decisions based on accurate judgment
Demonstrated presentation skills
Knowledge of and proficiency with Microsoft Office Suite, intranet, and virtual communication platforms

This position is based out of ICMA’s headquarters, located in Washington, D.C. Currently, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Our office will remain operational and accessible for staff to use on a voluntary basis.
