Fahrenheit Advisors is assisting the City of Cincinnati in the search for a Finance Director. This employee provides highly responsible and complex administrative support to the Mayor, City Council, and the City Manager on a total all funds approved FY 2025 budget of $1,931,655,451. The employee plans, directs, manages, and oversees the activities and operations of the 97-member Finance Department Team, which comprises the Accounts & Audits Division, Income Tax Division, Retirement Office, Risk Management Division, and Treasury Division. The role includes coordinating assigned activities with other departments and outside agencies and participating on various boards, commissions, and committees. Performs related duties as required.

Required Education and Experience
Experience: Five (5) years of senior-level experience in governmental accounting, finance, or a closely related field in the public sector.
Education: A Bachelor's Degree from an accredited college or university with major coursework in finance, accounting, public administration, business administration, economics, or a related field.
Preferred: A Master's Degree in a related field or active certification as a Certified Public Accountant (CPA).
Other Requirements
Must have a valid Driver's License.
Must possess outstanding interpersonal skills and be an excellent communicator and team builder.
Working and Physical Conditions
Environmental Conditions: Office environment; exposure to computer screens; some travel within the City required.
Physical Conditions: Duties require maintaining physical condition necessary for prolonged standing and sitting; manual dexterity; may be required to operate assigned vehicle.

Directs and manages the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service and/or operational area.
Oversees the development and implementation of policies and plans related to departmental services and operations.
Responsible for preparing the Annual Comprehensive Financial Report and other statutory or compliance-based financial reports.
Oversees periodic financial reporting, including cash reports and expense/revenue forecasts.
Manages operations of Payroll and Accounts Payable.
Oversees the collection and processing of City revenue, including taxes and casino revenues.
Directs City Treasury functions, including investments and cash management.
Manages the City’s defined benefit plan and financial systems.
Ensures compliance with debt issuance and credit rating maintenance requirements.
Advises City leaders on financial legislation, best practices, and recommendations.
Oversees the City’s self-insured healthcare and benefits programs.
Plans, directs, and coordinates departmental work plans; resolves operational issues.
Represents the department in external meetings with elected officials and outside agencies.
Selects, trains, manages, and evaluates personnel; implements discipline and correction plans.
Prepares and administers departmental budgets; approves expenditures and budget adjustments.
Reviews and directs significant departmental documents and reports.
Responds to citizen inquiries and complaints.
Provides staff assistance and participates in boards, commissions, and committees.
