Responsible for the overall management of the PUD and functions as the Chief Executive Officer. This position reports to an elected three-member Board of Commissioners and is responsible for keeping the Commission informed as to the financial health of the District, personnel matters, system reliability and important and relevant local and regional electric industry issues. Provides supervision to the Management Leadership Team and develops and implements strategic plans to ensure the District is responsive to its customers, employees and the electric utility industry.
Is responsible for knowledge of the District’s Mission, Vision, Values and Guiding Principles and for demonstrating them during the normal course of business through example and action and for applying them whenever situations arise that cannot readily be resolved by application of department procedure or District policy. The District’s Values include: Customer Focus, Forward Focus, Integrity, Personal Responsibility, Respect and Teamwork.
Leadership: Responsible for the direction of the District and developing and implementing the District’s biennial operating plans. Encourages open and honest communication. Is responsible for providing clear direction and setting specific goals. Defines objectives, identifies and evaluates trends and options, chooses a course of action, and evaluates outcomes.
Management: Oversees technical expertise of all departments. Ensures District employees are qualified and capable in their specific job responsibilities and compensated appropriately. Communicates job expectations and reviews job results. Ensures a safe work environment.
Conduct: Sets the standard of professional behavior, cooperation, community service and quality of work. Understands and follows expectations regarding appropriate dress, attendance, punctuality, schedules, unscheduled time off, and the acceptable use of District time, equipment and resources. Leads by example.
Annual Budget: Assists in all phases of the budget process. Works with the Management Leadership Team to develop departmental budgets. Verifies the budget presented to the Board has been carefully scrutinized to ensure the District is being fiscally responsible.
Board of Commissioners: Responsible for informing the Commission of District matters, and for recommendations on matters requiring Commission action. Attends regular and special meetings of the Commission each month and arranges for education of the members of the Commission on subjects of importance to the District. Administers the policies of the Commission and carries out its directives.
Labor and Employee Relations: Participates in contract negotiations, labor management meetings and the interpretation of Collective Bargaining Agreements. Makes decisions relating to labor in coordination with the Central Washington Public Utilities members and their labor consultant.
Representation and Meeting Attendance: Represents, or when appropriate, delegates representation of the District at meetings, conferences and other events, sponsored by members of the public power community, local service organizations and other entities, as deemed appropriate. Stays informed of regional issues and actively participates in the meetings and discussions.
Community Relations: Oversees programs to ensure the District effectively communicates with and is responsive to the needs of a diverse population of customers. Establishes the District’s presence in appropriate community services organizations. Encourages utility participation in appropriate community activities.
Performs other duties as assigned which may include working extended hours as needed to ensure meeting deadlines.
